Forestry and farming: We need both [AU]
The recent sale of Rushy Lagoon has sparked plenty of debate.
Unfortunately, some of it is turning into an argument about forestry
versus farming, which doesn't help anyone. Tasmania does not
need to choose between forestry and farming. We need both, and we need
them working together.Our farmers produce some of the best food and fibre in the world. They employ Tasmanians, support local businesses and keep our regional communities strong. The right to farm is important and it should be protected. The forestry industry agrees with that. But forestry is also a productive use of land. Across Tasmania, farming and forestry have been working side by side for generations. Drive through rural Tasmania and you see it everywhere. Sheep and cattle in one paddock, trees in another. Crops on the flats, plantations on the hills. It isn't particularly complicated, and until recently it wasn't particularly controversial. Farmers understand better than most that not every hectare is the same. Different soils, slopes, rainfall and locations suit different uses. That's why decisions about land use should be based on the land itself, the science and what makes sense for the people who own and manage it. The right tree, in the right place, at the right scale. Provided people meet the rules that apply to them, landowners should be able to decide what they grow on their own land. That principle matters to farming and it matters to forestry too. One part of the current debate that is concerning, is the increasingly negative way pine plantations are being talked about. Pine is a crop. It is planted. It grows. It is harvested. And it is replanted. Tasmanian businesses have been successfully growing plantation pine for decades. Those plantations employ people in our regional communities and support contractors, truck drivers, mechanics, sawmills, manufacturers and plenty of other local businesses. A single hectare of softwood plantation can produce enough timber to build around four houses, manufacture about 700 shipping pallets and supply more than 100 metres of fencing timber. We have a housing shortage. We want to build more homes. We want those homes to be affordable. And we want as much of the money spent building them as possible to stay here, supporting Tasmanian jobs and Tasmanian businesses. For that, we need timber. Plantation forestry also gives landowners another option. On the right land, trees can provide shelter for livestock, help with erosion and soil stability and provide a long-term income stream alongside other farming activities. None of this means every farm should become a plantation. Of course it shouldn't. Good agricultural land is valuable. Tasmania needs productive farms and successful farmers. Equally, land that is well suited to growing trees should not suddenly be regarded as less productive simply because the crop being grown takes 25 or 30 years rather than a season. People who make their living from the land have a pretty strong incentive to look after it. Their businesses depend on it, and often they hope their children and grandchildren will still be earning a living from that same land decades from now. That long-term view matters in forestry as much as it does in farming. The truck driver carrying timber today might carry agricultural produce tomorrow. The local mechanic fixes machinery from both industries. Both industries use local contractors, shops and services. Tasmania's future won't be strengthened by picking winners between two industries that have successfully coexisted for generations. It will be strengthened by experienced landowners making good decisions about their land, backed by good science and sensible rules. There will be places best suited to farming. There will be places best suited to forestry. And there will be plenty of places where the two continue to work side by side. That's simply how regional Tasmania works. As reported in July, the forestry sector has formally confirmed
its workplace training alignment under the Competenz brand via
the new Engineering and Manufacturing Private Training Establishment
(PTE), following extensive nationwide roadshows and engagement with over
200 industry participants.The move, jointly backed by the NZ Forest Owners Association (NZFOA) and the Forest Industry Contractors Association (FICA), gives the sector direct governance, clear financial transparency, and greater control over training priorities for its 8,500+ workforce. To ensure dedicated support for the sector, the initiative establishes a specialised forestry business unit operating with its own distinct cost centre. This structure provides the forestry industry with a direct voice in governance, including formal board representation, a dedicated Head of Forestry in senior leadership, and active ownership participation. At the operational level, the transition prioritises continuity - retaining existing forestry trainers, assessment systems, intellectual property, and local delivery networks to guarantee minimal disruption for employers and learners alike. Crucially, the scope remains focused on industry-based training; higher-level academic qualifications, such as diplomas and forestry science degrees, will continue to be delivered by universities, polytechnics, and wānanga. While the sector initially considered a Primary Industry PTE, consultation reinforced that the Competenz model provided the strongest governance influence and best fit for an industry where over 85 per cent of learning takes place on the job. Council is commissioning an independent assurance review of its
forestry consenting and compliance system. Hon Christopher
Finlayson KC has been confirmed to Chair the independent review panel,
with environmental and resource management specialist Dr Marie Doole
confirmed as a panel member. Further specialist expertise is currently
being finalised.Chief Executive Nedine Thatcher Swann says Council initiated the review to independently test whether its current approach is fit for purpose, proportionate to Tairāwhiti’s environmental risks, and clear and workable in practice. “Tairāwhiti’s highly erodible land, steep terrain, severe weather exposure and downstream risks mean our regulatory approach needs to reflect the realities of our region. “Council has significantly strengthened its forestry consenting, monitoring and enforcement capability since 2018, and we have also been working closely with the forestry sector to improve our processes and standard consent conditions." While work has been constructive, concerns continue to be raised about consenting requirements, compliance settings, costs and processing timeframes. Rather than continue debating those issues from different positions, we want them independently tested against the evidence. The focused review will examine a representative sample of consenting and compliance files and selected consent conditions, and test concerns raised by the sector against processing records, operational examples and other relevant evidence. It will consider whether requirements are proportionate to risk, whether conditions are clear and practical, whether processes are efficient and consistently administered, and whether improvements could reduce unnecessary cost or uncertainty while maintaining strong environmental outcomes. The review will also distinguish between matters Council can address itself and issues that may require cooperation with the forestry sector or clearer national direction. “This is about independently testing what we are doing, confirming what is working well and being prepared to change what needs improving,” Ms Thatcher Swann says. “The review will give us a clear evidence base for any subsequent improvement work. “We want a regulatory system that protects our environment and communities, gives responsible forestry operators greater certainty, and supports appropriate, sustainable forestry and land use across Tairāwhiti.” Council will provide the information and access required for the review but will not direct the panel’s findings. An initial findings report is expected within six weeks of the panel’s formal appointment. Artificial intelligence, predictive analytics and digital technologies
are set to play an increasingly important role in Queensland's forest
and timber industry, with two of the 2026–2027 Timber Queensland
Growth Scholarship recipients undertaking projects that explore how
emerging technologies can improve workplace safety, product quality and
manufacturing efficiency.Timber Queensland is pleased to announce the recipients of the 2026–2027 Growth Scholarship Awards Program, which supports individuals pursuing learning and development opportunities that will strengthen both their careers and Queensland's forest and timber industry. Timber Queensland General Manager Strategic Relations & Communications Manager said this year's recipients highlight an industry embracing innovation while continuing to invest in practical skills, leadership development and workforce capability. "Queensland's forest and timber industry has always been built on innovation, and this year's scholarship recipients demonstrate how technology, research and workforce development will help shape our future," said Clarissa Brandt. "From artificial intelligence and predictive analytics to training the next generation of forestry workers and developing future operational leaders, these projects show an industry prepared to embrace new ways of working while remaining focused on people," she said. "The scholarships support individuals with ambitious ideas that have the potential to create broader benefits for businesses, workers and the wider forest and timber supply chain." His project aims to create more proactive approaches to managing fatigue, burnout and psychological health in industrial workplaces. "I want to help demonstrate that a traditional industry like timber can use emerging technologies to improve both physical and psychological safety outcomes," said Isaiah Denman. "Ultimately, my goal is to help create workplaces that identify risks early, protect people and support a healthier, more sustainable workforce," he said. AKD Award recipient Zidi Yan, a researcher specialising in timber structures and durability, will explore how artificial intelligence, computer vision and machine learning can improve timber treatment quality assurance. The project will include participation in either the International Research Group on Wood Protection (IRG) conference or the World Conference on Timber Engineering (WCTE) and visits to timber treatment and processing facilities to investigate how AI tools can support decision-making before timber enters the treatment process. By analysing timber characteristics such as sapwood, heartwood, density and visible defects, the project aims to help processors better predict treatment outcomes, reduce waste and improve manufacturing efficiency. Tasmania's farmers, forest landowners and rural
communities are being encouraged to have their say on the future
operation of the Forest Practices Regulations, with public consultation
now open. Minister for Business, Industry and Resources, Felix Ellis, said the Regulations are an important part of Tasmania's forest management framework and affect how many landowners manage their properties. "Whether you're a farmer, a forest grower, or manage land, these Regulations play a role in how you use and manage your property,” Minister Ellis said. "We want to hear directly from the people who deal with the system day-to-day about what's working well and where improvements could be made. We know these Regulations play a role in the way many Tasmanian farmers and landowners manage their land, so we're providing plenty of time for people to have their say." “Feedback will be considered as it is received, and if there are immediate improvements that can be made, we will take action.” In addition to an online consultation portal, consultation will be undertaken directly with farmers, forest growers, industry groups, councils and other stakeholders over the coming months to better understand their experiences with the current rules and identify opportunities for improvement. Consultation will also help inform future improvements to the Regulations while the Government continues to assess potential impacts from the Australian Government's national environmental law reforms. "While the Regulations must be remade before they expire in April 2027, they can be amended at any time,” Minister Ellis said. “Feedback received through this consultation will help inform future improvements, ensuring the Regulations remain practical, effective and fit for purpose." The goal is to create a system that strikes the right balance by supporting productive farming and forestry, providing certainty for landowners and communities, and safeguarding our natural resources for future generations. A new series of machine-assisted felling training videos has
been released by Wairarapa-based Farman Turkington Forestry Ltd (FTFL)
in partnership with Safetree and Competenz, giving forestry
workers practical guidance on carrying out this high-risk work safely.
Machine-assisted felling is typically used when a tree needs to be felled against its natural lean or where obstacles such as buildings, fences, power lines or waterways mean greater control over the tree's direction of fall is needed. The five videos are presented by registered forestry trainer, assessor and safety auditor Jason (Jay) Hemopo of Manaia Tu Ltd, who is also a Safetree auditor. Together, they provide detailed, step-by-step guidance on planning and carrying out machine-assisted felling safely. The series includes:
Learning from tragedy The training resources were developed following the death of machine-assisted feller Steven Whare in January 2021. Whare was killed while working on a difficult macrocarpa shelterbelt when he was struck by a broken branch from a neighbouring tree. Following investigations into the incident, FTFL entered into a court-approved enforceable undertaking with WorkSafe. The undertaking required the company to undertake activities aimed at raising awareness of both the incident and the risks associated with machine-assisted felling. The company was also required to assist in improving relevant unit standards and guidance material to reflect lessons learned from the fatality. The new video series forms part of that work. "Steve was following all the rules, but he was still killed,” Farman says. “So this incident started us looking very closely at what we were doing, how we were doing it, and we found a lot of issues, a lot of holes in the training, so we've changed a lot of our own internal processes. "The Courts and WorkSafe gave us an enforcement undertaking, which meant that rather than just a straight-out fine, they said, look, we agree that there are some things that can be improved here in our industry, and we're going to give you two years to go away and develop new training resources, new unit standards and try to make sure this never happens again really." An analysis of Australia’s solid wood production and imports from the mid-1990s to the early 2020s has revealed declining sovereign capacity and rapidly rising imports that have been primarily (> 80%) sourced from nations with elevated-risk ILAT profiles.Australia’s import dependency has increased by 46% since the mid-1990s. China’s share of Australia’s solid wood imports increased from 2% (mean 1996-97 to 2000-01) to 30% (mean 2018-19 to 2022-23) during the study period. Australia’s total trade deficit in forest and wood products is now over $7 billion. This is considerably higher than the trade deficit reported by ABARES (2024b) of $4.1 billion because their summary excludes wooden furniture imports, and some miscellaneous ‘other’ wood imports. This study found that Australia’s solid wood imports are 5.6 times more valuable per cubic metre than Australian solid wood exports. This reflects a disparity in value adding, with Australia importing substantial quantities of high-value wood furniture and builders’ carpentry, compared to exports that have been dominated by unprocessed logs. Making it easier to produce timber within Australia by improving resource security and support for forest growers and managers would reduce Australia’s demand for solid wood products from elevated-risk countries, it would also improve Australia’s contribution to global efforts to mitigate the climate and extinction crises. Firefighter safety in Australia requires urgent attention as
forest structure, fuel loads and fire behaviour shift toward more
dangerous conditions. Past crown fires have created dense shrub
dominated understoreys, abundant dead wood, reduced height
stratification and continuous vertical and horizontal fuel pathways.These changes favour highly combustible species, replace grassy forest types and generate higher fuel loads, easier crown access and more uniform landscape connectivity. The result is greater intensity, severity and duration in subsequent fires and a recurring cycle of extreme bushfire behaviour that significantly increases firefighter risk. O’Donnell (2023) identifies 21 major firefighter safety concerns across southeastern Australian forests. These include insufficient prescribed burning, inadequate resilient forest management, unsafe access and evacuation routes, poorly located water supplies, ineffective suppression techniques, declining backburning expertise, misuse of aircraft, under adoption of safety technologies, loss of local knowledge, hazardous smoke exposure, declining skilled workforce and other concerns. O’Donnell (2025a) further argues that failures in mitigation, policy and accountability force crews into long unburnt, high fuel forests where flame heights, spotting distances, tree fall hazards and poor access routinely exceed safe suppression thresholds. He notes that dense understorey fuels and dead timber represent major hazards across southeastern Australia and that future bushfires under bad weather and drought conditions will likely be of high intensity, high severity and long duration, making firefighting extremely difficult. Prescribed burning is central to reducing these risks. Burrows and Sneeuwjagt (2020a) emphasise that fuel reduction burning makes fires slower, less intense and far easier and safer to suppress. Long unburnt eucalypt forests accumulate deep layers of dead fine fuels exceeding 50 t/ha, dramatically increasing flame height, spotting potential and suppression difficulty. Historical data from southwest Western Australia show wildfire extent escalates when annual fuel reduction falls below about 8 percent of the landscape. Burrows and Sneeuwjagt (2020b) highlight that prescribed burning expands the suppression window, reduces flame height and spotting, improves access and egress, creates anchor points and enables safer backburning and rapid containment line construction. Recent research reinforces the dangers of high severity and repeat fires. Barker and Price (2018) show that high severity fire produces structural legacies that increase the probability of extreme severity in the next fire, creating a positive feedback loop. Barker et al. (2021) demonstrate that high severity fires produce denser midstorey fuels and reduced canopy cover, increasing vertical fuel continuity and crown involvement. Kasel et al. (2024) highlight that short interval, high severity wildfires deplete diversity, alter species composition and increase flammability, exposing resilience debt and driving long term ecological instability. van Wagtendonk et al. (2012) show that reburn severity reflects combined legacies of fire history, vegetation structure and weather. The review also incorporates international safety insights. Kantor et al. (2026) provide quantitative data linking specific fire management activities to injury frequency and severity, showing that many injuries arise from environmental hazards rather than unsafe behaviour. The Wildland Fire Lessons Learned Center provides extensive incident data on medical events, tree strikes, entrapments, vehicle incidents, heat illness and aviation incidents. Gabbert (2016) shows that medical issues, aircraft accidents and vehicle accidents each contribute more fatalities than entrapments, but the later is a major issue. Section 10 outlines 54 opportunities to improve firefighter safety, including explicit fuel reduction targets, ridge top burning, dead timber treatment, improved access and egress, statutory safety objectives, independent oversight, enhanced training, updated suppression doctrine, entrapment avoidance procedures, tree hazard assessments, contingency planning and national aviation operating procedures. The closure process for Northland Mill is now nearing completion, with support for affected employees continuing through the final stages of the transition. Redundancy payments are being made this week, with final pay, including all entitlements through to 21 August, to be paid next week.Since announcing the decision to close the mill, 28 employees have secured ongoing employment with JNL through redeployment and retention opportunities. This includes 19 employees who have accepted roles at Triboard and a further nine who have been retained in roles with minor changes. A further six employees have agreed to remain temporarily to assist with site maintenance and closure activities, with three of those likely to be redeployed into ongoing positions. A total of 44 employees are transitioning out of the business, including employees pursuing new employment, moving into personal commitments, or choosing to retire. Employees continue to have access to a range of assistance, including support from the Ministry of Social Development, the Employee Assistance Programme, employment services and wellbeing support. JNL will also host a job fair in the coming weeks to help connect affected employees with potential employers. We acknowledge the constructive engagement of employees and union representatives throughout this process. Collective agreement bargaining, which was paused during the consultation period, has now concluded and a new collective agreement has been finalised. While manufacturing operations at Northland Mill have ended, JNL continues to explore opportunities for the future of the site, including the sale of the land and associated assets. Separately, JNL continues to explore a potential sale of Triboard as a going concern. Discussions remain ongoing, however no buyer has been identified to date. JNL remains committed to maintaining a sustainable forestry and manufacturing business in New Zealand. The award judges recognised Pan Pac’s ability to rebuild export momentum following Cyclone Gabrielle, despite its mill being closed for 12 months. What’s the best way to manage a forest? Australians have
argued about this for decades. The debate is often framed as binary: do
we protect forests entirely, or harvest trees to support local economies
and communities?The reality is more interesting, as our new research on a long-forgotten experiment in Victoria’s mountain ash forests reveals. Since the 1970s, scientists and the public have questioned the use of clearfell logging – where all trees in a block of forest are cut down. Conservationists argued it destroys habitat for rare species and reduces the forests’ ecological value. Foresters said mountain ash is adapted to catastrophic bushfires, and clearfelling is the forestry equivalent. The argument was heated and the polarisation unhelpful. But the underlying questions about the impacts of clearfelling, and how they compared to less intensive forestry options, remained unresolved. A landmark experiment In the mid-1980s, the Victorian government launched a major restructure of the timber industry, and invested today’s equivalent of A$26 million to explore alternatives to clearfelling. This would use silviculture, the branch of forestry that deals with establishing, growing and tending forests. The Silvicultural Systems Project was established at two sites between 1987 and 1989: Tanjil Bren in Victoria’s Central Highlands, and Cabbage Tree Creek in East Gippsland. It was a landmark experiment, comparing forest regeneration across the full range of silvicultural approaches. These included traditional clearfells (250–350 metres wide), small patch clearfells (50–140m wide), and heavy thinnings, where 50–70% of trees were cut. Extensive areas of unharvested forest were kept as benchmarks for comparison. The forest at Tanjil Bren was dense mountain ash regrowth from the 1939 fires. Hundreds of survey plots were established and thousands of seedlings were monitored. By the early 2000s, the results were clear: mountain ash regenerated best on clearfell sites. Where tall canopy trees were retained or the cleared patches were small, common understory species such as acacia dominated. The findings were published. The access road grew over. The project sign collapsed. The experiment was forgotten. The debates continued. But the trees kept growing. When Forest Growers Research launched its 2025 Youth Micro
Innovation Challenge, it set out to unlock the ingenuity of young
forestry professionals working at the frontline. For
Establishment Forester Tessa McCarthy, the spark for her winning idea
came from working in blackberry as a graduate.“I started working with pruning crews in May last year,” she says. “We had a really warm autumn and we were in quite a tough blackberry block. I was watching the guys push their way through. They either chose to have no arm protection to manage the heat, or they wore two hoodies and overheated.” Neither option sat well with her. Bare arms meant scratches and thorns. And in forestry, blackberry scratches aren’t minor inconveniences – they can become infected, layered on top of old cuts, day after day. Hoodies reduced the scratches but created a different risk. “If they’re not keeping up hydration, that exposes them to heat exhaustion,” Tessa explains. “Sometimes you can push through it, but it hits you later. Or the next day.” For Tessa, it was clearly a health and safety issue, but also a wellbeing issue. “It’s mentally challenging too. It’s an environment where you just have to push through.” Her brain, as she puts it, is “always ticking over” when she’s out in the forest. “When you’re out there, you’re doing your job, and your mind is free to think.” One simple question emerged: If we’ve got leg chaps, why don’t we have arm chaps? The idea wasn’t confined to the forest. At home, Tessa and her mum were battling blackberry on their lifestyle block. “Mum was getting really ripped up too. I thought, this isn’t just a forestry problem.” Before the challenge even opened, Tessa had begun experimenting. In true upcycling style, she salvaged old car seat covers destined for the bin to use as canvas. When the Youth Micro Innovation Challenge was announced, it felt like the right pathway to take her idea further. Unlike traditional funding rounds, the process was deliberately simple. No lengthy business case – just a clear explanation of how the innovation would improve forestry. With up to $10,000 available and a fast-track timeframe, it was designed to move ideas quickly into proof-of-concept. Tessa’s concept, Forestry Arm Chaps, was selected as one of two winners. The funding allowed her to purchase an industrial sewing machine and materials to build a robust prototype. But as with most forestry projects, the timeline had to flex around operational realities. Planting season was intense, and Tessa negotiated an extension so she could give the design the attention it deserved. She completed her first field test in early December with a volunteer from a crew working in Murupara. “I was a bit nervous,” she admits. “At first they looked at me like… what is this? But once I showed them, they were really encouraging.
